NY State Senator Bill Perkins and Assemblyman Keith Wright addressed the issue of mass incarceration at the gathering of The 41st Annual NYS Black, Puerto Rican, Hispanic & Asian Legislative Caucus in Albany, New York on February 18, 2012.

The insanity of this issue is that we are concerned about closing prisons when they should be closed and we should be keeping the schools open. In addition to being less expensive, they are more productive.
Think of the people walking around the prison looking at other people behind bars.... Does anyone really think that is a better use of public funds than to have people sitting in classrooms learning and being taught...
Our priorities have been misguided so a few can benefit at the expense of the rest of us...That is at the root of unregulated capitalism. It is not just time for a change, but it is time for a new mentality, a positive community based economy, and philosophy based on productivity and not idleness.
The lines between the prisons, schools, streets, and the community have become blurred, they are becoming increasingly indistinguishable. The regulatory national security state is becoming the reality which we all experience.
